Stove: added max_exceeded: silent (mode: queued, max: 10 kept as-is) since
the ~1/s sensor cadence keeps the queue full by design. Fixed five broken
notify calls (rise, matched fall, unmatched fall, out-of-window edge, cycle
timeout) that rendered notify_target's target-selector dict into the
service name instead of resolving it, replacing each with
notify.send_message + target: !input notify_target. HVAC: same fix at its
one notify call, after confirming its notify_target input is the same
target selector.

Home Assistant's template engine has no abs() function, so every run of
Stove On Detection failed at its first variable ("'abs' is undefined") and
the HVAC failure monitor would fail the same way. Deployment note now points
at labctl blueprints:pull ha.

Experimental first draft: infers electric range activity (off/active/probably_on)
from whole-panel split-phase power alone, since there's no dedicated CT clamp on
the stove circuit. Uses phase-balance (240V loads both legs symmetrically) as the
primary discriminator against 120V kitchen appliances in the same wattage range.
